It is not spoken by ALL of the country.

Doing official stuff in Hindi and English saves time needed to learn or understand those things if the person reading it is not literate in Hindi.

For educational purposes, Hindi as a medium of education in a state like Tamil Nadu, for instance, does not make any sense. Kids need to know the language in depth to understand concepts explained in that language. If people around you are gonna be conversing in English or the native tongue (not Hindi), learning becomes harder, even impossible at times.

India IS known for its diversity. To make one Indian language a mandatory thing for people across the country takes away the chances of this linguistic diversity our India country boasts of, existing two decades from now.
