The Belgium govt decided to change the constitution of belgium till all communities got equal rights and opportunities . the belgian constitution was changed 4 times between 1970 to 1993 .
the 4th constitution introduced the following changes in the lesgislature of belgium :-
1. 4 types of govts were established and each had powers independent of the others.these were
- central govt = equal no. of french and dutch speaking ministers . this meant equal representation and no domination
- state govt
- brussels govt = equal no. of french and dutch speaking ministers in the govt .
- community govt = elected by the people belonging to one or the other linguistic community irrespective of whether they lived in the walloonia or flemish region.
- federal type of govt established -
- division of power between central and state govts.
- none of the govts was subordinate to another
- no heirarchy
- All laws cannot be changed by a single level of the govt. some laws require majority approval by each linguistic community.
