This is an individual thought for each person. If they are rational and obey laws they are accepted in society. If a person acts out and does not follow the laws then there is usually a consequences. Since the consequences are often jail, prison, etc. the average person tries to do the right thing. Those that are angry and strike out with unacceptable behavior end up with the consequences.
