Before dividing federal state of Nepal, there are five development regions in nepal. They have been divided considering the geographical region: all three regions (hill, mountain and terai ), have been in each development regions. This is also on the basis of natural resources, rivers and ethnic groups. This was done so that there is sense of mutual co-operation, fraternity and unity among people living in different geographical regions, castes, cultures and religions.

In current federal structure, there are seven states. All are similar with five development regions, except 2 development region in Terai. Although politicians claim that these states were made in order to address the ethnic groups like Tharu and under privileged group of Terai, I feel it would have been better if 5 states were made as per the development regions.
