Morley-Minto reform:-

This reform established Indian domainces in the provincial, but not central, legislative bodies ....elections mainly indirect were affirmed all levels of society.The elected indians were also enabled to debate budgetary and complementary matters & table resolutions.

Hence, Morley-Minto is the first reform that giving administrative powers to Indians
