The first option is correct.

The Qin dynasty ruled China from 221 to 206 BC and was founded by Qin Shi Huang. His death in 210 BC resulted in the gradual decline of the dynasty and a rift among two of his main advisors broke out. The heir they placed on the throne to influence the administration died soon afterwards, followed by the death of the two advisors. This soon led to revolts and civil wars, which was compounded by floods and droughts.
