The Bolivian water war showed that even the elected government can sometimes go astray and can oppress people through many ways.The popular struggle against the privatisation of water showed that the real power lies in the masses and if masses become aware then it could lead to good governance and will lay down the solid foundations of true democracy. Democracy evolves through popular struggles. it is possible that sometimes decision taken do not involve any conflict but most of the time decision taken does involve conflict and then solution comes from the people themselves
