Light does not have the same speed in all mediums. And light is always in a hurry to travel.
When it switches over from one medium to the next, there is a change in its speed. Since it is in a hurry, it prefers to travel from one place to another by taking the shortest route. Hence it bends by an angle at the junction of the two mediums which is what we call as refraction of light.
So in simple words, refraction happens because the speed of light in different mediums are different.
