red -> blue
blue -> blue.

as soap is basic in nature.They are however made from Carboxylic acids and Sodium Hydroxide (NaOH). Carboxylic acid react with Sodium Hydroxide which is a strong base. The salts thus formed by the reaction between a strong base and a weak acid are basic in nature. That is why soaps are basic in nature and not acidic.

Soap solution will turn red litmus paper blue because soap is alkaline nature and it has no reaction on Blue Litmus Paper
