Land was declared social property and peasants were allowed to sieze the land of the nobility

The Congress of Soviets issued a proclamation:

1. Russia withdrew from the First World War, though formal peace was signed with Germany later, after ceding the territories that Germany demanded as a price of peace.

2. The estates of landlords, the church and the Tsar were confiscated and transferred to the peasants, as the new government was totally against private property.

3. The control of industries was transferred to the committees of workers.

4. Banks, insurance companies, industries, mines, water, transport and railways were nationalised.

5. Foreign investments were confiscated.

6. A new government, called the council of people headed by Lenin, was formed.

The Bolshevik Party was renamed the Russian Communist Party. In 1917, elections were conducted to the constituent assembly but they failed to gain the majority. The Assembly rejected the Bolshevik measures and Lenin dismissed the Assembly.

In March 1918, despite the opposition of political allies, the Bolsheviks made peace with Germany and became the only party to participate in the elections. Russia became a one- party state.
