The Decree ashore sanctioned the actions of the peasants who throughout Russia gained non-public land and decentralized it among themselves.

The Bolsheviks viewed themselves as representing an alliance of employees and peasants and memorialized that understanding with the Hammer and sickle on the flag and coat of arms of the Union of Soviet Socialist Republics. Other decrees:

• All Russian banks were nationalized.

• Personal bank accounts were taken.

• The properties of the Church (including bank accounts) were taken.

• All foreign debts were disowned.

• Management of the factories was given to the soviets.

• Wages were fastened at higher rates than throughout the war, and a shorter, eight-hour operating day was introduced.
