It’s the same process that, unfortunately, is used to perpetuate racism and bigotry.
The common way of saying it is “Repeat something often enough and people will believe it”.
This is useful when training people to do dangerous work. Repeat the rules and the negative outcomes and you’ll have fewer accidents/deaths.
It is also useful when propagating racist, misogynist, and other zero-sum-game philosophies. It is used by the current White House press secretary to “prove” that someone did (or didn’t) do something for which there is no (or is) video/audio evidence.
