According to Sun Tsu the purpose of war is to advance the goals of the state.Von Clausewitz said it was to achieve an end state different and hopefully better than the beginning state.
Those two fellows are generally considered the two most renowned military philosophers.
Those things may sound rather obvious when you think about it. But, wars have been fought over things like group hatred (Rwanda, Bosnia), personal hatred (Hitler's War against the Jews aka "The Holocaust"), pride (Falklands War), personal ambition (Caesars Gallic Wars), honor (Trojan War, World War 1), religious differences (The Crusades) and many other reasons.
Since wars involve the entire state, are extremely expensive and create great misery, they should not be under taken out of passion. They should be very carefully considered. They should not be entered into for the benefit of a few individuals or groups.
There are many ways to further the ends of the state short of war. And those ways are almost always preferable to war. But, if a war is to be fought, it must be fought with the betterment of the state as its goal.
