Because after independence the domestic labours cannot with other countries so for protecting them government imposed trade barrier

I have not read this in the book anywhere and don't expect this to come Tomorrow but my understanding is:-

*In India industries were almost developed in 1990s and were capable to compete with foreign Companies.

* India was facing low economic growth prior to 1990s and needed reform in policies.

*India had huge debts from World Bank and the WTO forced India to pave the way for liberilsation

*The development of Industries was very slow in India and the range of products were also less.

*Thus to increase foreign trade and have better realtions with other trading blocks like the U.S. and Europe Dr. Manmohan Singh initiated the reform movements along with other officials.
