two kidney beans like structures called guard cell controls the opening and closing of the stomata . Note that there are two guard cell with one stoma

The guard cells do this....

When there is water the guard cells are swollen causing the stomatal pre to stay open but when they lose the water the shrink causing the stomatal pore to close
