Due to more friction on rough surfaces more reflection of sound takes place

Sound reflects best of a rigid smooth surface… the less give in it the better.

With light it should be a smooth surface with a lot of free electrons… but it does not have to be rigid.

In both cases, uneven surfaces tend to scatter the incoming wave. You can still high reflectivity though… snow reflects a lot of light but you wouldn’t consider it reflective right?
