Answer:

The people could have been able to keep the fire alive , if even one of them had given his/her log . But they kept on prejudicing each other on the basis of caste, color , creed , religion and so on. The poem is symbolic of the fact that they didn't die from the cold outside but from the cold within, i.e. hard or unpleasant feelings they had for each other. They couldn't see through it that they, themselves, would die if they discriminate each other and don't contribute to the fire.

The poet of the poem tries to describe the people's mentality by giving a suitable name, cold within. Though there was a severe cold outside, people refused to use thier logs without even thinking about the fire which was dieing. So, by this the poet tries to convey that the people would have been alive if they would have used thier log without making any discrimination. He also says that they died because of cold within and not because of the cold weather outside.
