I’m not a scientist but… The Earth has a natural sunscreen layer of ozone. Until it was realised in the 70s-80s that many man-made gases were depleting the ozone there was a dangerous amount of damage done to the layer. A large ‘hole in the ozone’ circulates around the South Pole in summer. This lets harmful UV through. The problem is worsened in the Southern Hemisphere because fewer people live here and there is less air pollution to help shade us (!). New Zealand is not a place to walk around unprotected in the sun for protracted periods of time. You even get sunburnt on cloudy days.
Luckily, since the banning of ozone-depleting gases in the mid eighties there has been a marked shrinkage of the hole.
The following countries have higher UV levels: Peru, Bolivia, Chile and Argentina [3]. New Zealand's high UV levels contribute to the country having one of the highest melanoma incidence rates in the world.
