The answer is 'sperm' because the Mother provides the 'X' chromosome, but the Father can provide an 'X' or a 'Y' chromosomes. If a zygote has two X chromosomes (XX) the zygote develops into a female. If the zygote has XY Chromosomes, it develops into a male. Hence, the sperm decides the sex of the fetus.
