The lower cast people got more privileges or reservations in government offices and universities etc. There they get participate in the election and raise their problems and resolve them.

Which I probably think is not correct.

After the recommendations of the Mandal commission were submitted to the President Sri N Sanjiva Reddy, they were discussed in Lok Sabha and Rajya Sabha during 1982.  They were not implemented.

In 1990 PM VP Singh announced full implementation of the recommendations. That created stir among the public and parties of India. A court case was filed in the Supreme Court. The ordinance was stayed by SC.  It was argued for two years. Finally in 1992, the SC approved the order of the government. It agreed that the castes (OBC) could be accepted as a measure of social economic and educational backwardness.

So later on 27% reservations were given to OBC. They got some parliament seats, assembly seats also this way. In educational institutions and jobs too they have reservations.  It created trouble for financially poor people in forward castes.
