The French thought colonies were essential to provide essential resources and raw materials . Hence they began by building canals and irrigating the lands of the mekong delta area. The vast networks of iriirgation works which included earthworks and canals mainly due to forced labour increased the production of rice. This Vietnam became the 3rd larger producer of rice and exported close to 2/3 of its produce. This was followed by large scale developmental projects for the transport of goods land movement of military garrisons to gain control over the entire region. Thus the trans info china rail network was also built linking north and south of Vietnam and China
