Francis Dawson mean when he said “Bring the cotton mills to the cotton fields” that cotton mills should be brought close to the areas of rae materials that is the cotton fields in order to reduce transportation cost. Even by that he indirectly meant that cloths should be produced as cheap as the raw materials so that even a poor farmer can easily buy that. Also he wanted to express that, cotton mills should provide employment even to the cotton farmers when they need that.
