Ms. Mebbin planted tiger lilies in her garden as a tribute the tiger killing due to which she could buy that expensive holiday cottage. Since Mrs. Packletide's shot killed the bait, a goat tied nearby, and the reason of the tiger's death was heart-failure due to the sudden loud report of the gun, Ms. Mebbin got the opportunity to exploit the situation to her advantage. She demanded money (six hundred and eighty bucks) to keep quiet which Mrs. Packletide had to pay to save her reputation.
