Mahatma Gandhi was never opposed to the English education. He himself is a learned lawyer and used to speak fluent English. He believed that educating students with English language is necessary to compete in international level but he also supported the idea of encouraging regional languages too.

We see people speaking fluent English as respected and educated people in our society, but he thought that all other nations around the world were proud to communicate in their mother tongue rather than accepting English superiority. Japanese spoke in japanese, china people in chinese, and britishers & americans in english.

So he couldnt understand that why indians arent doing. So gandhiji suggested to run schools teaching in regional languages, apart from english teaching methodolgy
