Mandela considered both the oppressed and oppressor alike. He believed that both of them were deprived of their humanity. The Oppressor is a prisoner of hatred and is forever a  prisoner of public scrutiny. While the oppressed have no confidence in humanity  According to Mandela both of them required liberation.
