Portia says that mercy is like the rain from heaven. It is so gentle and nice. She also mentions that mercy cannot be forced. She says that "Mercy is twice blessed". It helps the person being pardoned and also the one who pardons. She says that being merciful and doing the right thing will not hurt Shylock. But Shylock is too determined and doesn't listen to what Portia is saying.

Answer:
"The quality of mercy" is a speech givenby Portia about Mercy in William Shakespeare's The Merchant of Venice
Explanation:
- Portia (disguised as Balthazar) tells Shylock, and the court, that mercy is an essential human quality. Being kind and forgiving towards those over whom we have some power is a noble pursuit.
- Porita says that the quality of mercy is not strained. By this she means that mercy is not overworked, for many people are cruel, not merciful. She compares mercy to a soft rain that falls from heavens; like rain, mercy falls on us whether we deserve it or not.
- Portia also argues that mercy is most moving when the mighty display it and notes that a person with power who shows mercy is acting in the image of God
