Means, for having a victory, we need to fight. But when we'll not fight, there is very much peace

The phrase “Peace without victory” was used by Woodrow Wilson for the first time during the First World War while giving a speech to US Senate in 1919.

He appealed for settlement of all the conflicts between those warring countries of Europe.

According to him, those countries must come forward to make an agreement and avoid the way of war before gaining the victory.
