A council of senior Sunni Islamic scholars are known as the Ulemas. They are based in the Kingdom of Saudi Arabia, the seat of Islam and the highest Islamic religious body. It advises the King of Saudi Arabia on religious matters and are among the few Islamic clerics who could issue ‘fatwas’.
They interpret and explain the Holy Quran and Hadith to Islamic religious bodies, which are then cascaded down to the common people.
