The colonial rulers wanted to transform all grazing lands into cultivated farms. The cultivated land was necessary for collecting revenues and also for increasing the production of jute, cotton and wheat which were pretty much in high demand in England.

The British colonial rule brought about vast changes in the life of pastoralists, who earned their livelihood tending to sheep and cattle. Where they could graze their animals freely, the British brought in taxes and laws, curtailing their movements and grazing grounds drastically.
