The ghost tell Hallock so because she wanted him to know the fact that all of the ghosts in this bureau were writers in their previous life but then gave up writing and thus she insisted him ro take hepl frm her and use her ideas to write a ghost story. And the reason behind telling Hallock about them going on strike was that he does not uses Ouija Board anymore as its use was the main reason behind their strike.
