The resolution demanded an independent state for Muslims in the Eastern and North-Western areas of the country.

The reasons behind this are thought to have roots from the late 1930s, following the advocation by the Muslims for a 'nation' completely separate from the Hindus. The history of tensions between these two groups between the 1930s and 1920s is also thought to have played a part in eventual the formation of these demands.

The Muslim league was apprehensive of the fact that Muslims would play a minority role in the democratic structure and were even fearful that they wouldn't get any representation at all. These apprehensions were reinforced following the provincial elections of 1937.

Note: The resolution of 1940 had no mention of Pakistan or partition.
