The car represents German democracy and the German nation

The two steering wheels are in opposite direction showing how the parties have opposite policies , opposite ideas and opposite plans.

It shows how the government has multiple inconsistencies in the decision making process. As a result clashing very frequently.

The way when 2 drivers will drive such a car and probably lead to an accident.. so will this style of democracy
