High potential mean the charges of high potential has high energy as compared to low potential body. And it is law of nature evergy object move from high to low potential just as water from mountains flow towards lower surface.

It never means greater or less electrons actually electrons does not move they just transfer their enerrgy that obtained from high potential body. similarly, battery transfers energy untill it cisumes completely. again it charged (if rechargeable) and energy again stored in charges of battery.
