What do the Directive Principles require the State to do to strengthen democracy at the grassroots?

The policy states that it is the duty of the states to apply these principles in making laws and in their day-to-day administration. The state shall strive towards minimizing the inequalities in status,facilities and opportunities not only among individuals but also among groups of people residing in different areas in different vocations.
