An ohm is the resistance of a wire/conductor when the current flowing through it is equal to the potential difference applied to its ends.

That is, for a given V and I

R=1=V/I

Resistance is said to be one ohm when on creating a potential difference of 1 Volt, 1 Ampere on current passes through the conductor.
