VISCOSITY:-

the liquids such as water flows in the form of layer.

the formation of  layer is aggregated such as the layer at surface have much low velocity {due to more weight},as compared to upper one and as so on.

so in between the two layer, a internal force of friction comes into play which retards the relative motion of its upper layer. this opposing force is called viscous force.

and this phenomena of acting as resistance to flow of fluid is termed as viscosity.
