Sri Lanka, a country that followed the principle of majoritarianism ended up in a civil war. It refused to acknowledge the requests made by the Sri Lankan Tamils to respect and recognise their language and rights.
Yes, India should follow the Belgian model. In fact, it can reasoned also that India already on the path of following the Belgian model. We have a division of power between the Central and State governments which provides for cohesive development of our country.
