The influence of mother tongue means the effects of our mother tongue on us. Take me as an example,Nihongo(Japanese)is my mother tongue and I’m a native Japanese. People talking to me ,may observe a weird accent of Japanese as well as my overall personality built-up.

Influenced by mother tongue means the effect or impact of mother language( lang. of a country) to its citizens. Yes , each and everyone is influenced by his/her mother tounge. For eg.-----> An Indian speaks Hindi well... He does not need to learn Hindi for interaction. Its with him from birth.... Same is with other countries as well...... Hope u got it... :-)
