This line means that before accident Hooper was quite active with his routine activities. His physique was quite robust and strong; his muscles full of vigour and suppleness, always ready to do any activity. But after the subdural haemorrhage in the motor section of his brain, he had lost control over his muscles leading to paralysis of his left side. Due to the paralysis, his muscles were unused and thus atrophying, which made them appear weak, floppy and loose on his long legs and arms.
