India adopted the parliamentary system with ministerial responsibility and administrative accountability to parliament. There was intermingling of the legislative and the executive. Ministers could be viewed as agents of parliament but a strong parliament alone could beget a strong government. There existed potent devices for parliamentary scrutiny but of late there has been tremendous erosion in esteem for legislatures. Parliament needed to review and refurbish its structural-functional and relational requirements and operational procedures. Reforms suggested by the Constitution Commission warrant early consideration.
