Motion of a body, as perceived by an observer is the resultant effect of the states of motion of both the observer and the body. When one says that a body is in rest on Earth, it is in rest relative to us, on the Earth. Actually both the body and the observer are in motion, since the Earth rotates about an axis, and also revolves around the Sun. So, from the perspective of an astronaut on a spaceship, both the observer and the body are moving along with the Earth. There is no absolute rest or motion.
