Friction turns out to be very complicated, involving two surfaces constantly colliding into, bonding with, and breaking from each other as they attempt to pass each other. The key thing here is relative speed: it’s how fast they are moving with respect to each other than causes friction.

Wheels manage the very nice trick of getting around this limitation almost completely. It turns out that where a wheel touches the ground, it is not moving at all with respect to the ground. This means that for a moving object on wheels, it experiences essentially no friction due to the motion of the object relative to the ground. 

. When two materials are touching and not moving relative to each other, friction opposes attempts to change the relative speed. So if you have a bicycle and start turning the wheels, the path of least resistance is to have the bike start moving forwards, with the part touching the ground not moving relative to the ground, and continuing to not move relative to the ground (when the wheel is moving relative to the ground, this is known as skidding. It is very hard to control and can bring you to a stop very quickly.)

Friction is the resisting force that is applied on object which is moving relative to the other surface. But the friction is not a fundamental force like electromagnetism.
