Dyarchy or Dual Government. As per Government of India Act 1919, the reserved subjects like defence, foreign affairs, finance, law and order and irrigation were given to Center to be administered by Governor and his Executive Council.

Transferred subjects such as education, public health, police and agriculture were given to provinces to be kept under the control of ministers responsible to the provincial legislature.
