Passive citizens are those who dont't have any property and voting right, they do not participate in formation of government.while
Active citizen are educated citizens who speak french and lived there for minimum one year and payed some taxes.

After the French rule, there were 2 types of citizens:
•Active citizens
▪in this group only the people above 25 years were present.
▪they had right to vote.
▪they had their property rights.
•Passive citizens
▪in this group the youth below 25 year and womens were present.
▪they had no right to vote.
▪they had no right to property.
