Active citizens - Men above 25 yrars of age who could pay taxes equal to three days labourers work. They were allowed to vote.
Passive citizens - Artisans , Peasants , Men below 25 years of age who could not pay taxes equal to three days of labourers work. They were not allowed to vote.
