From each constituency, the people elect one representative who then becomes a member of the Legislative Assembly (MLA).

Now, to become an MLA, you have to fight elections and for that you need an election symbol which people can select on the voting machine to vote you. And to get that election symbol, you need to have a political party. Now, its not necessary that you join an existing political party, you can start your own political with just one member(you), register that party and fight the election.

So, technically you need a political party to become an MLA, but it need not be an existing party, it can be a party with just you as a member.
