Congress gets its votes predominantly from the rural areas. Since 70% of Indian population lives in rural areas, that is where Congress gets it majority from.

You might argue that rural population has still not decreased by a big margin, but there has been a lot of awareness in the last 5-10 years and other parties have also been able to target that population.

Talking about past 40 years, Congress was a very powerful, stable party when it was into power right after independence. It was just in recent times that cracks seemed to appear with all the corruption, scams and what not.
