development for one may not be development for others: let's take an example for this....if we construct a dam across a river it will be very useful for the nearby areas for cultivating,solving water problem and electricity generation it is good for them but at the same time it is bad for the tribal people and others who are living near the dam.they have to replace their habit,most of forest will be removed and loss of animal life...here one person development is not the development of others...so we can conclude that it is true..
