The downward filtration theory means that the education was provided to a small portion of the people, and through them, education was conveyed to the masses.

Gradually, these educated Indian's would help to take this new education masses, and it would filters through the layers of soil to reach rock-bottom. This theory is known as the downward filtration theory .
