Hey friend,

‘Duma’ is the parliament of Russia. In October 1906 after the revolution the Tsar gave power to “Duma” to make laws. However,it could not accomplish anything as members opposed to the Tsar  were sent in exile.

Secondly, the Tsar had made great efforts to ensure that only his  men were elected.
